Communication plan
The role of IO - BIRDA, in what concerns communication and
promotion, is that of communicating the messages on a regional and
local level, in a planned manner, transparent to all of the
citizens. To this purpose, on January, 26th 2006 the MA delegated
some of its attributions, related to information and publicity, to
the IB through the "Framework agreement for implementing the 2007 -
2013 Regional Operational Program in Romania".
The principles applied in the communication activities:
-Transparency - the capacity of supplying the objective and
correct information regarding the activities of IB BIRDA in due
time. This would allow the audience to have an opinion on them and
would eventually influence some decisions that concern the
communities.
- Consistency - the capacity of constantly supplying information
useful to the target groups with the purpose of making them
loyal.
-Flexibility - the capacity to adapt fast to the signals of the
outer environment;
- Efficiency - the optimum use of resources in order to reach the
maximum impact.
- Uniformity - providing a coherent message on "a single
voice".
In the case of the information on the EU funds, besides increasing
the level of awareness regarding the availability of Regio funds,
the communication activity purpose is that of establishing a level
a trust between the institutions that manage European programs and
funds and their audience, be it either target audience or general
audience. This will generate an open, constructive dialogue that
leading to reaching the second objective: creating the optimum
development premises and framework by restoring the communitarian
conscience and changing the vision of people on their own
existence.
