Competences
A Framework Agreement was concluded between the Ministry of
Regional Development and Housing and BIRDA in order to establish
the general framework of the ROP regional implementation. The
contract specifies the responsibilities and competences of the two
signatory parties.
BIRDA IB is a regional implementation unit, which takes over some
of the responsibilities of the Management Authority and is the main
body that has direct contact with the funding applicants.
The main attributions of IB BIRDA are the following:
- to ensure the project portfolio development
- to provide guidance to potential applicants in what concerns
project drafting by observing the principle function
separation
- to launch the process of applicants' submission of project
funding requests, according to the timetable set up by the MA
ROP
- to receive and register funding applications from ROP, according
to the relevant procedure
- to assess the administrative compliance and eligibility of
funding applications, in accordance with the criteria established
by the MA ROP
- to organize technical and financial assessment sessions, with
the assistance of independent evaluators
- to organize the strategic assessment and to provide the
secretariat of the Regional Committee for Strategic Evaluation and
Correlation (RCSEC)
- to report on the outcome of the assessment process on a regular
basis to MA ROP
- to inform the applicants on the assessment state of the funding
requests
- to conclude funding contracts with beneficiaries
consequently to MA ROP decision of funding the proposed
projects
- to carry out on premises assessments of projects
- to monitor the implementation of approved projects, to supply
technical progress reports to the MA ROP
- to receive payment requests from Beneficiaries and to assess the
validity and accuracy of expenditures, to approve them and to
forward the report to MA ROP together with the compliant
payment approval
- to ensure the existence of all documents and procedures
necessary in establishing audit trails, in accordance with relevant
procedures
- to contribute to the assessment reports by ROP, to the Annual
Implementation Report and to the Final Implementation Report
- to undertake the necessary measures in situations of fraud,
irregularities and financial corrections, in accordance with those
established with the Management Authority
- to undertake the necessary measures for recovering funds and to
forward to MA ROP reports regarding those amounts to be
recovered
- to contribute to the implementation of the ROP Communication
Plan at regional level, including by preparing print-outs,
organizing and running training and information events
- to update financial and statistical data projects by using the
Single Information Management System
