The "Ziarul Financiar" newspaper states that beneficiaries of UE funds do not know which the content of the projects is and leave the hard part to the consultants. The consultants state that, at the moment, the biggest problems that the beneficiaries of European funds face are those of implementing the project and rather than the preparation of the file. Between December 2008 and May 2009, the funding projects submitted were for the seven Operational Programs (OP) raging to a value of three billion Euros out of which the value of the approved projects was of one billion Euros. The payments to the beneficiaries reach a total value of only 100 million Euros.

The "www.fonduri-structurale.ro" website underlines that the ROP beneficiaries of the Bucharest-Ilfov region are not pleased with the long period between the moments of submission and contracting.The beneficiaries had to wait between 9 and 12 months for the project to pass through various assessments and pre-contracting stages. In spite of all this, the beneficiaries declared themselves pleased with the communication with the Intermediary Body and they considered that the Bucharest-Ilfov RDA staff was helpful during the monitoring stage of projects.
